Could this be doable with an Altmer, with heavy and/or light armor?
Racial type is optimized for this build but it is only a few points in any direction really.
As for armor types not really as it runs on a medium set as one of the damage types, you would have to rearrange and choose a completely different set up to get the full spectrum, it is possible but I leave you to run the numbers.
