This effect can occur every 8 seconds.

General Info
This build is not meta. This build isn't even that good. You have one gear bonus to defense and almost no bonuses to health. As a tank, such decisions would normally be suicidal and get you laughed/kicked out of most serious content groups. However, the amount of debuffs this build can potentially put out at once allows it to at least keep pace in veteran content, so long as you play smart. Pair yourself with some good DPS and let the Minor and Major breach and fractures, along with the Minor maim and defile, and Minor heroism to turn any pack of well placed mobs into normal content, no matter the health pool. A few things to watch out for: Bosses with ranged attacks such as casters, or just ranged mobs in general. Your dungeon set procs only off of melee attacks. Also to keep note, is encounters where movement is critical, as you also want to keep the enemy in your bile as long as possible. Don't try this out if you want to snore through content as an invincible tank. Do try it out if you'd like to try shaking up your playstyle, or if you hate people who don't pull high damage numbers.
