Necropotence and Twilight Matriarch are a must have combination. They give tons of extra magicka, a bigger ward and a group off-heal. What's not to love?
Ebon armor is my preferred heavy set here. The extra health makes a difference in veteran content and the group buff is super nice. Feel free to try other heavy sets here such as the dragonguard set. The reduced ultimate cost will let you get off more warhorns.
General Info
I have tanked all non-trial endgame content with this build without any issues.
The sorcerer is the perfect class to take full advantage of the ice staff tanking. Being able to keep Major and Minor resistance buffs up 100% of the time and their access to the best damage shield in the game gives a lot of magicka based tankiness other classes don't have.
The backbar is s+b exclusively for heroic slash. Until zenimax gives ice staff maim we will still need to keep heroic slash. That being said we get the positive of spell wall. This makes a quite nice "Oh s***" button if the healer goes down. It gives you 6 seconds of free blocking to off heal the group with your twilight and res the healer.
I have inner fire on the backbar over pierce armor for resource management. I initially tested this build with pierce armor but found that with both stamina abilities I couldn't block with my shield when I needed to.
The front bar choices are self explanatory. Elemental blockade for CC. Ward and boundless for defense.
Rotation:
Bar 1: HA > Ward > LA > Blockade > LA > Boundless > Weapon Swap > Daedric Minefield > LA > Inner Fire > LA > Heroic Slash > Weapon Swap > HA > Block for ~8s (HS has 3 seconds left) > Repeat
Use your warhorns pretty much as you can, unless you think you might have to trigger spell wall soon. Use your twilight's heal as you need it. With a good healer that's hopefully never, but PUGs occasionally need some assistance.
There are two heavy attacks built into the rotation so you shouldn't have any issues with sustain. You'll notice there are about 5-7s of "wasted" taunt left when you refresh each taunt. That is to let you block as needed without dropping aggro. Taking out a heavy attack will tighten up the rotation, but you won't have much time to block so I don't recommend it.
