I wanted to try something different than everyone else's typical tank gear. I wanted to maintain 50% damage reduction at all times and not rely on buffs. I also chose to go with Health enchantments over stamina, magika or anything else because a little health cushion is a tank's best friend.
There is some freedom on swapping around Ebon Armor and Hatchling Shell armor but you msut use the monster helm and shoulders set for the reduction of damage bonus and must have the hatchling shell as weapon and shield. There is a bug in the game when you swap bars that you lose all of your buffs and get the new set of buffs so what happens with having Ebon armor on your weapons, the party will lose the health bonus and regain it but not regenerated. So to show that as an example if you have 35,000 health and swap bars you would go down to 34,000 with a max of 35,000. By swapping the bars with Hatchling's Shell, you still maintain the shield, it just resets the timer and for a split second you lose 4% additional healing.
I also went with infused on major pieces and divines on others to maximize the benefits out of the armor. I have contemplated using some Impenetrable gear in place of divines but haven't experimented with it yet. With this setup, I can be the last man standing in a vet dungeon, throw up my shields, buffs, etc and revive 2 people without dying which is very helpful.
General Info
The way I start any fight whether it is a mob or a boss, I use shielded assault to close the gap and give a shield, Y, Pierce Armor to taunt and lower the enemies resistences by 5280 for 12 seconds, Left Bumper, Elude to increase dodge by 20% for 33 seconds without having to block like the Histbark gear set, X, Choking Talons for minor maim which reduces those in close proximity to deal 15% less damage for 7 seconds, B, then Heroic Slash to give me minor heroism giving me 1 ultimate every 1.5 seconds over 9 seconds. I swap my bars to then place on Igneous Shield, X, to shield everyone in my party and increases my healing for 6 seconds. That is an initial attack. So after that, I maintain the buffs I've already applied, I don't use a Choking Talons on bosses much after the initial because I would prefer to use the magicka to maintain Igneous Shield, Igneous Weapons, and Green Dragon's Blood for emergencies.
Whenever available, I try to use Aggressive warhorn to assist in damage. There are 3 things that make a good tank in my opinion in ESO. 1 is being able to hold aggro on bosses 2 is to self sustain health to allow the healer to dps or to revive your party if the healer dies and 3 is to boost dps to not tank as long.
Vigor is a nice heal when you know a boss is going to do an AOE, you can pop vigor to heal melee dps or casters close enough so when they get hit, they instantly start recovering. I leave inner beast on in case the boss is too far away to use shielded assault and I need to aggro, otherwise I use shielded assault as a gap closer.I also leave Magma Shell on in case everyone goes down, I have one extra buff to stay alive and revive.
For food I would recommend max health and max stamina, but if possible max all stats. For potion, I use magicka to replenish since that pool seems to run out the quickest.
Something else to note is you cannot stack 2 specific buffs, for example, Elude grants 20% dodge bonus in the form of Major Evasion. Histbark also grants 20% dodge bonus in the form of Major Evasion. Those effects don't stack, you only get 20% dodge bonus either way.
Champion Point Tips
I'm newer to the Champion Point system so what I use is:

I can’t find a way to adjust what I have already submitted so for an alternative set that is easier to get, I think a person could change out the Hatchling’s Shell gear for the medium armor set Hircine’s Veneer set. I would use the 2 rings, necklace, and 1 hand 1 shield.
On a side note, it would be comical during Christmas time to have the red globes and green globes that orbit your character with those armor sets.

I’ve used absorb Magic but it doesn’t affect the build much so I opted out to use other moves for more buffs. If you don’t die with a specific build and can tank vet dungeons without heals, why would you adjust it into a more cookie cutter build? What a troll question.
I like the build, how much do you move around in anew encounter? My Draco-naught stands underline to keep bosses stationary, I’m looking for comparisons in non “kiting” headless chicken pseudo tanks. Ando this sounds like what I’ve been doing similarly. Had the build since launch, this is my first time posting it.
I’ve been able to hold bosses stationary no problem. I have swapped my gear away from Ebon and started using plague doctor and whitestrakes for the shield bonus. I now sit around 42k health with food and 25k stamina. I’ve been also trying different champion points so I have armor pen for blue instead of light and heavy attacks and stam recovery. Hope that helps.

Glad to see you dropped the overly popular Ebon set for the Plague Dr that 1k HP even in raid isn’t much of a bonus. Hatchlings Shell only gives you a 8400 damage shield every 15 seconds which in Raid/vet I see very little use for when you could be running Cyrodils Crest for self healing instead which procs an 8k Heal for every succesful block which is far more useful. Since this was posted in 2016 been lots of changes to sustain and specifically block so running Sturdy on all my 7 armor pieces to get the block cost down. I would love to see what your running now in 2019 with more CP points and newer gear.
