General Info

 

I suggest wielding maces, due to the 20% armor ignore from twin blade and blunt; however this is made to use any stamina weapon you choose. The health is nessary for surviving in werewolf form, decoys are great and all, but when nearby adventurers realize what you are the poison is intense. Weakness to poison is mitigated by the bosmer resistance, and the only other weakness is thoes fighter's guild abilities. This only has one action bar (the two are identical) because of the points you will need to invest in the wolf abilites and any other passives that would make your life easier [after all this is for utility]. The "lost" versitility is covered by the were-form, it will function as a second action bar. Both your stealthyish elven and forest berserk forms do have some in common as neither have weapon skills, this should lessen the change of pace when you get furry. Stamina is no resource with this build as with the bosmer regen and the wolf regen along with the medium armor regen+repentance regen, spam all you want. Closing distance and following subjects in question is no huge feat with race and armor bonuses (sneak). Points in provisioning and locksmith should prove usefull. Most of the templar passives will help a great deal, but use some sense when choosing. The wolf will get easier to use in groups, and should be noted when joining a temporary party [for say, an all-out pack raid]. That should be all... feel free to modify this to fit your needs.
