Gear and Item Set Info

 

Innate Axiom Staff (Lightning and Resto) for both bars, shoes, pants, gloves.
Withered Hand chest, sash, and jewelry.

This geat set is not optimal at all. You'll find set combo's better. It worked for me, and I like it. Feel free to add your own set combo, and comment below. 

 

General Info

 

THIS IS NOT A PVP BUILD. This is also not a maximized set build. This build does not utilize CP to be effective.
This build does not use any PVP, Vampire, Werewolf, or guild skills with the exception of Meteor from the Mages guild.

To level this build, just use whatever skills as a sorcerer you want, as you go. You'll be respecing everything out to use the the above skills only. Pick up crafting as you go, buy the passives, make the things. This character will easily farm mats through items from kills. 

At level 50, you'll put everything into Magicka.
Pick and morph skills listed above.
Buff with Boundless Storm THEN Power surge. Rebuff every 20 seconds. BS lasts 23 seconds, PS lasts 33. I cast Power Surge second, so the crit to heal chances last longer, if I forget to rebuff Boundless Storm in the middle of a fight. Boundless Storm is part of the AOE you'll do, and believe me, you'll do a LOT.
Drop Liquid Lightning on them, then Wall of Elements. Use Pulsar on groups, and pepper in Lightning Destro staff full attacks as needed.
Healing Ward is in there to keep you alive. Power Surge heals you on criticals. With these two, you'll rarely die, if ever. I put Combat Prayer so you can heal others, if you want to. Otherwise, slot whatever you want there.
Bound Aegis is there for it's passives only.

With the above Rotation, you'll melt mobs. I've solo'd Dolmens, and World Bosses. You WILL die every so often because crap just will go against you.

This is a fun build I use for clearing a Delve, farming Scar, and with personalized optimization, you can probably solo harder stuff.
THIS is the Sorcerer that feels like a Sorcerer. No stam, no two handed swords, no running around with some dawnbreaking bs. Bring the storm down on them, and feel like a badass.

Champion Point Tips

 

Defense, offence, whatever you need to get more bang for your buck. By now, you should know where to spend points. If not, there's plenty of guides.


MUNDUS: Apprentice, but Shadow or others may suit you better
Passives:  Sorcerer Class - ALL.  Destro staff - ALL.  Resto staff - Essence Drain, Cycle of Life, Restoration Master maxed apiece. Light Armor - ALL.  World, Soul Magic - All (to fill plenty of Soul Shards) Guilds, Mage - ALL except Mage Adept.  Racial - ALL

I don't even use pots or food when using this, so use whatever boosts you. I find I don't need them. 
So, Witchmothers, I guess.

    Netch’s Touch will be more effective than Innate Axiom since one out of three of your attacks on bar 1 is a class skill. All of your skills seem to be shock based, so Netch’s Touch would be the choice… it should also buff your light/heavy attack which Innate Axiom also does not… just an opinion.

    I would run Perfected Siroria(best in slot) and then either mother’s sorrow, spell strategist, or Burning Spellweave
