Gear and Item Set Info

Don't skimp on Medium Armor pieces.  Always wear 7 out of 7 while leveling or you're going to murder your own dps.  If you severely outlevel a piece, go make, buy, or loot one.  It doesn't matter if it's a white with no enchantment on it.  You can always just buy a cheap stamina enchant for it.  The percentage boost each piece contributes to your effectiveness is significant.

You can use a Two-Hander instead of Dual Wield if you want to, but it's trickier to get used to, especially in AoE situations.  Definitely hits like a truck though.

General Info

Skill Note 1: Unless you're doing dungeons, Volley is morphed according to preference/playstyle.  Endless Hail is cheap to maintain and lasts longer.  Arrow Barrage hits a much larger area.

Skill Note 2: It's your choice whether you want to go with Cutting Dive or Snipe.  Cutting Dive is an instant cast (delayed damage hit though), but does a bit less damage.  Snipe hits harder, but slows your movement and prevents you from doing anything else until you either interrupt it or finish charging it.

Rotation:

Always start the fight with Subterranean Assault and Volley.  This will hit your enemies with a massive alpha strike at the same time as streaming a constant heavy DoT right from the start of the fight.  If mobs aren't dying within a couple seconds of being hit by Subterranean Assault, then start casting it again the second it hits them so they're guaranteed to die.  Make sure you're aiming this ability in the right direction when it actually hits - NOT when you press the button.

If you're facing tough or numerous enemies, cast Green Lotus and Leeching Vines together and keep them up.  You can solo dungeons with the sheer healing power these two give you, especially combined with your ice and healing ults.
