The Heal Tank’s sets:
Monster Set: Chokethorn, this set gives magicka recovery which is needed for this build, also the healing on this set is truly great. The heal is a smart heal that targets the lowest health player when it popups up. The heal has a 28 meter range and it will follow the player it is healing as they move.

Weapons and Jewelry: Spell Power Cure, this set increases your max magicka and spell damage which increases the amount your healing skills heal and the increased max magicka gives you more resources. The 5 items bonus of the set increases the groups spell and weapon damage by 258, this will increase the dps of the other members of the group and will also increase the amount your healing skills heal.

Armor: Brands of Imperium, this set will increase your max health and give you a little more healing received. The 5 items bonus will give you and allies close to you a very strong damage shield for 6 seconds.

Here is a helpful video I found to explain mechanics of dragonstar.
Now, I will say, on the final boss we were not able to really pull off the mechanics. For us we had to really just try to dps the boss as fast as possible. If you can dps the boss down to 75% health fast enough he will NOT apply the fire A.O.E to the group and no fire atronachs will spawn. We could only do this with the werewolves popping a critical chance potion, buffing with hircine's rage, and me using aggressive war horn and applying all the other buffs and debuffs available to me. Even after we pulled this off there was still a lot of luck that was involved for us, mainly hoping that brands of imperium would proc at the right time when the boss pulls in everyone and they are set to 1% of their max health. In all dragonstar arena took us 4 hours and we got a terrible score of 20. So, this is in now way something I recommend if you want to do great in dragonstar. Also, we did this July 28th 2019 before the Scalebreaker patch comes out because patch notes for Scalebreaker said there would be a significant reduction in werewolf dps. After Scalebreaker I’m not sure if werewolves will be able to pull of the dps required to get the final boss to 75% fast enough so that he doesn’t put fire on the group. To maximize dps as a werewolf be either a Dark Elf or an Orc and be the Sorcerer class. Our group consisted of a Nord Templar heal tank, a Wood Elf Sorcerer werewolf, a Khajiit Nightblade werewolf, and a Redguard Dragonknight werewolf. After Scalebreaker you might have to have all Dark Elf/Orc Sorcerers using Arms of Relequen to do enough dps. This is currently though is the most casual player friendly way I know of to beat Dragonstar on veteran.

For my high-elf-Templar, I currently – and probably stupidly, LOL – am in heavy steel armor and my first 2-slotted-hands are a sword and shield and my backup-2-hands are daggers,,…but I think the play-style I’m searching for is wrong. Any suggestions ? All suggestions for my main is welcome. My backup Orc – I’m considering using him for just crafting armor, weapons, etc. and the occasional heavy fighting tank.
Sorry I didn’t see this sooner. The build I put on here is if you want a hybrid tank/healer to do 4 man content with. Google eso paladin build to see Alcast’s more straight forward templar tank build. I would give you links but it seems I cannot place links in the comments on here.
I am not sure which play style you are really wanting. Alcast, Woeler and Xynode are the main guys you can google to see various ESO builds.
Usually for PVE tanks go either frost staff or another sword and shield for their backup bar.
All heavy armor is fine to wear.
Ebon, brands of imperium, hatchling shell, and plague doctor are popular tank sets.
Armor master and fortified brass are two craftable tank sets that you could get early on till you level up to champion 160.
If you get really good at tanking then the end game trials tank set is roar of alkosh.
Blood spawn, Engine Guardian, Lord Warden, Mighty Chudan, Pirate Skeleton, Scourge Harvester, Shadowrend, Stonekeeper, Swarm Mother, and Thurvokun are all possible tank monster sets.
For resistances I like to run 33.5k physical and spell resistances with all my buffs on. Anything over 33.5k is a waste. There is debate if 31.5k is the max resistances or 33.5k. I just play it safe and have 33.5k resistances after all my buffs are applied such as Rune Focus.
I like to have 40k max health after food buffs. Then as much max magicka and stamina as I can get. The really good tanks run only 35k max health to boost their max magicka and stamina a little higher. Hope this helps.
