Gear and Item Set Info
As long as you have both sets active all the time it really doesn't matter where you put what.
Set 1: Blooddrinker (from DLC dungeon Bloodroot Forge)
(2 items) Adds 833 Weapon Critical
(3 items) Adds 129 Weapon Damage
(4 items) Adds 833 Weapon Critical
(5 items) Increases the damage you deal with bleed damage over time effects by 20%.
Set 2: Deadly Strike (from Bruma Elite Gear Vendor in Cyrodiil, each container costs 20k AP and contains a random set piece)

(3 items) Adds 833 Weapon Critical
(4 items) Adds 129 Weapon Damage
(5 items) Increase the damage your Physical, Bleed, Poison, and Disease Damage over time abilities do by 14%.
Monster set: Stormfist (from veteran Tempest Island final boss)
(1 item) Adds 129 Stamina Recovery
(2 items) When you deal damage, you have a 10% chance to create a thunderfist to crush the enemy, dealing 1650 Shock Damage every 1 second for 3 seconds to all enemies within 4 meters and a final 8000 Physical Damage when the fist closes. This effect can occur once every 8 seconds.
I also carry a heavy armor set and a second monster set so that if needed I can throw it on in place of Blooddrinker and be more tanky against WBs etc. Buffed and with Bloodspawn you'll nearly be at resist cap depending on traits; I do run a couple of Reinforced pieces for this reason.
Tanky setup: Hand of Mephala (from DLC dungeon Cradle of Shadows)

(3 items) Adds 1206 Maximum Health
(4 items) Adds 2975 Physical Resistance
(5 items) When you take damage, you have a 10% chance to cast a web around you for 5 seconds, reducing the Movement Speed of enemies within by 50%. After 5 seconds the webs burst into venom, dealing 2580 Poison Damage and applying Minor Fracture to any enemy hit for 5 seconds, reducing their Physical Resistance by 1320.
Monster set: Bloodspawn (from veteran Spindleclutch 2)
(1 item) Adds 129 Stamina Recovery
(2 items) When you take damage, you have a 6% chance to generate 14 Ultimate and increase your Physical Resistance and Spell Resistance by 6450 for 6 seconds. This effect can occur once every 6 seconds.
Weapons: 2H - Battleaxe in either Nirnhoned, Precise or Sharpened trait. I am currently running Precise for a bit more crit chance. 1H - one axe and one sword or dagger with same traits. I run all shock glyphs but these are completely up to you.
Jewelry: All Robust with any enchants you'd like. I like a lot of recovery on this build, good for solo play too, so I run three recovery glyphs.
If you want to tank on this (off-meta setup) you'll want to unlock the 1H/Shield skills and unlock Warhorn from the Assault skill line. I'd also recommend running Restraining Prison from the Dark Magic skill line as the aoe CC. You can either run Silverleash from the Fighters Guild skill line to pull adds in or run Swarm Mother monster set:

(2 items) When you block an attack from an enemy that is further than 8 meters from you, you spin strands of spider silk to pull the enemy to you. This effect can occur once every 1 second.
General Info
Mundus: The Lover for DD role: Increases Physical and Spell Penetration by 2752 or The Lord for tanking: Increases Maximum Health by 2231.
Food: Dubious Camoran Throne or any blue quality Health/Stamina food for DD or Longfin Pasty with Melon Sauce.
Vamp or WW if you'd like. WW form will be buffed significantly by these sets.
With mixed armor traits I've pulled over 35k on a vet boss fights with this setup and it absolutely melts groups of enemies. Super fun to play and will do all vet dungeons(basic clears). You can run normal trials in this if they don't give a shit about setups, which most pugs don't. DO NOT try and roll into a vet trial with this, lol.
Best rotation I've come up with thus far(light attack to start and in between all skills):
- Buff up
- Caltrops
- Carve
- (swap)
- Trap (you can also place this first and then swap to start)
- Rending Slashes
- Flying Blade (spamable), you can get 4 or 5 of these off before Caltrops needs to be restarted
- (swap)
- Carve (the "Bleed" will be running out just about now so do it first)
- Repeat
Thrive in Chaos is the stronger ult so it's up to you which you want to use.
Finally, you basically have 2 executes, Reverse Slice and Steel Tornado. You can flex in another skill here. I slot Expert Hunter from the Fighters Guild skill line which with the passives will add some additional weapon damage.
