Imperial City Item Sets 2.1.5
The Item Sets page has been updated to 2.1.5 and includes the crafted sets changes and all of the dropped sets changes. This page has all of the new sets from the Imperial City DLC (and any new sets added in Update 7) and has been updated to Patch 2.1.5.
The Imperial City adds a bunch of new item sets to ESO including 3 new crafted sets.
The crafting stations are located in the center of the Imperial City in the Memorial, Noble and Arboretum districts.
The other sets can be purchased from merchants inside the Imperial City in exchange for Tel Var Stones or can be dropped from monsters in the two new Group Dungeons – The Imperial City Prison and The White-Gold Tower.
There are also new sets that come as Rewards for the Worthy in PVP.

Requires 7 Traits
2 Items: Adds Max Health
3 Items: Adds Max Stamina
4 Items: Adds Max Magicka
5 Items: While you receive healing at full Health, heal a nearby ally for 1700 Health. This can occur once every 3 seconds.
Set of Nobles Conquest
Requires 5 Traits
2 Items: Adds Max Health
3 Items: Adds Max Stamina
4 Items: Adds 4% Healing Taken
5 Items: Interrupting an enemy causes them to take 8% increased damage over 5 seconds and heals you for 3750 Health.

I got a Brands of Imperium shoulder from normal White Gold Tower dungeon boss.
ESO Trophy Vault Sets: Willpower, Agility, and Endurance drop on the Trophy Vaults for Imperial City. Willpower drops from Memorial District and Arena District (Bone Shards, Dark Ether). Agility drops from Temple District and Arboretum (Bloody Claws, and Monstrous Tooth). Endurance Drops Nobles District and Elven Garden District (Planar Armor Scraps and Legions).
You will need 60 trophies to open the Trophy Vaults all names in parenthesis are the trophies for each district for the armor sets.
Combat Physician and Sheer Vemon Sets Were from Imperial City Prison.

So Phoenix is 1000 Tel Var Stones per armor piece? And Combat Physician is obtained through the new dungeon?
Yes the Blue (Superior) quality Phoenix is 1000 Stones. The Purple (Epic) quality one is 10,000 Stones. Combat Physician is either the new Group Dungeons and maybe PVP (not sure yet).
where do i use my stones to get this set though??
There are Tel Var Merchants in the safe area of the Imperial City Sewers for each Alliance. They are all in a room in there, I think with the crafting stations.
The Essence Thief set drops in White Gold Tower. I ran it non-vet and got it on the last boss.
The 1K Tel Var Stone pieces provide v15 gear and 10K Tel Var is v16 gear. Not just Superior and Epic quality.
So we have maybe 1 set to replace our Martial Knowledge? Wtf.
How many analysis do I need to have to craft the sets?
Nobles Conquest Set is 5 Traits.
Set of Redistribution is 7 Traits.
Armor Master Set is 9 Traits.
Anyone know where the Overwhelming Surge set drops?
Overwhelming Surge drops in the White Gold Tower (VR15 in normal and VR16 in veteran) and Scathing Mage drops in Imperial City Prison (also VR15 in normal and VR16 in veteran).
Can you tell me what armor sets belongs from the vaults of the districts which you have to store 60 pieces like Planar Armor Scraps – Elven Garden, Monstrous Tooth, Dark Ether… Plis.

The answer on this question is : Nope, the Overwhelming Surge set.
The Jolting set and Shock Master Set are both drops from The White Golden Tower, both avaible on normal and veteran.
And like all others, V15 on normal and V16 on Veteran. Confirmed by looting it myself.
