Gear and Item Set Info
Gear:
2 valkyn skoria divines (this set will proc off all your dots so its a great set to use)
5 julianos divines (I've been told necropotence is not BiS because pets do not scale off max magicka like they do with sorcerers)
3 moondancer/infallible aether/master architect or willpower jewelry (note - you're going to want to enchant the jewelry with spell power enchant, so they can add another 174 spell damage per piece.)
(you can match your lightning staffs with whatever jewelry set from trials youve done for an extra 123 spell damage, otherwise a crafted will do fine untill you can manage to get one.)
1 lighting staff on your front bar, with infused trait. given an enchant of shock (it adds a lot of damage to your build, and the more light attacks you can weave in the better)
1 lightning staff nirnhoned or sharpened with spell power increase enchantment. BiS would be a maelstrom staff if you can manage.
General Info
Disclaimer - this build gaurantees about 17~22k dps (and thats me as an argonian, not as best possible race choice), unless you're pro and can weave in light attacks. Light attacks will greatly improve your dps if you can manage them, this is a build excluding light attacks. This is a novice build and won't gaurantee you the absolute best dps simply a level of dps I am currently attaining and sharing.
The Rotation:
You'll find most of your dps will come from a good rotation. This is a simple build and a very simple rotation, so it shouldn't be too difficult to master it, and start weaving in light attacks.
Basically you're going to go to start from your back bar and use blue betty before you start. Then you're going to use skill 2 > 3 > swap > 2 > 3 > 4 > 2 > heavy attack > swap > 2 > 3 > 4
thats winters revenege > elemental blockade > swap > deep fissure > shock clench > growing swarm > deep fissure > heavy attack > swap > winters revenge > elemental blockade > blue betty > repeat
dont forget to use bear ult as you see fit. every couple of rotations it should be up.
more advanced: would be to light attack after every skill, this does more damage as well as procs your staff enchantments consistently.

Interesting build—I can see how the skillset would be useful. Is there a bonus to having the guardian ultimate if you aren’t using Necro, though? It just seems like a lot to waste 2 ultimates on the bear, when I’ve heard that it doesn’t match the destro staff or shooting star ultimates.

Bear will scale to highest stat and not resource. Bear will also do about 1~2k more dps than with a destro ultimate. Bear is a powerful damage over time skill and will produce higher single target damage than destruction ultimate. That doesn’t mean you shouldn’t go between them depending on the situation though.
