General Info
Angalayond means "Winter" in Ayliedoon.
People will automatically discount this build because of the Ice Staves, and I understand that and expect that. Carrying Ice Staves is a Giant dps loss. You're losing out on the 8% damage increase the Destruction Staff passive "Ancient Knowledge" gives Flame & Lightning Staves. Also, in order to make Ice Staves work in PvE, you need to NOT purchase the "Tri-Focus" passive - it's the passive that makes your Ice Staff heavy attacks taunt the enemy. (Which is also a dps loss - Flame/Lightning heavy attacks get a damage buff from this passive.)
Also, ZOS seems determined to make Frost damage subpar - 2 of your dps skills aren't exactly dps - "Arctic Blast" is a heal that does AoE Frost damage. Crystallized Slab is a damage mitigation skill that returns frost damage to the attacker. (You could replace these with more standard DoTs, like "Fetcher Infection," etc.)
Don't try to make a huge impression with a dps parse. You probably won'the with these skills.
You can try to mitigate the dps loss by being an Altmer (4% buff to Frost Damage) and carrying Nirnhoned Maelstrom & Asylum Frost Staves, but you probably will have a hard time pushing 30k in front of a test dummy.
