Gear and Item Set Info
For gear we'll be using five pieces of Plague Doctor and five pieces of Fortified Brass (this build is low on damage shields and thus benefits from high resistances, this is why we're also using the Lady stone instead of the Lord). Infused traits for the large pieces, sturdy and reinforced for the rest (the distribution is not terribly important). Best to go with Tri-Stat enchantments but if you cannot afford it, go for mostly health enchaments (if you are concerned about low magicka or stamina pool, get some Arcane or Robust traits for your jewelry as needed).
Now there are other great tank sets out there that you can use like Torug's Pact, Ebon Armory, Warrior-Poet, Dragonguard and Perfect Aegis of Galanwe and whatever combination works best for you is probably what you should stick with. Though I emphasize the importance of high resistances on this build.
For monster set I would recommend Lord Warden (obtained from vICP) but again : whatever works for you.
Weapon traits are Defending on both staves with a weakening enchantment on your front bar and a crusher enchantment on your backbar.
Recommended buff food : Withmother's Brew Drink or Clockwork Citrus Filet. Solitude-Salmon-Fillet Soup for the people light on gold.
Potion : Tri-Stat potion
General Info
The attribute distribution and resto staff on backbar isn't set in stone. I just made it like this because I liked the idea of a mage tank setup. If you'd like a more traditional tank setup you can swap the resto staff for one-hand and shield and slot defensive posture and shuffle instead. Just remember to put some points into stamina if you do this.
The build works fine as long as you keep your weaknesses in mind (low stamina pool means using roll dodge conservatively and resto staff on backbar means you have to remember to be on your front bar to block attacks). Trial groups might not wish to run with you on this build but it wasn't really made with tryhard elitists in mind.
