General Info

I recommend vampire for this simply because of the reduced damage you take when on low health which pairs quite nicely with the Last Stand passive from the Blue CP tree as well as the extra boost in resource regeneration. If you feel comfortable sacrificing the Major Armor buffs from Volatile Armor then I'd throw in Invigorating Drain from the Vampire skill tree for EVEN MORE ultimate generation, just make sure you have a decisive weapon to go with it.You can swap out Corrosive Armor for Standard of Might if you choose as the ultimate generation is more than enough to get one down after another. Make sure to keep either of these ultimates on your Sword and Board bar as the 10% reduced cost of ultimates from the Potentates set is crucial to being able to pump out these amazing abilities.Shuffle is a VERY important buff to keep up at all times since you gain ultimate from dodging attacks but it also procs from roll dodging too. Also don't forget to use Igneous Shield every 6 seconds or so as to proc the Mountain's Blessing ultimate regen. The reason I use a greatsword over a mace is that Corrosive Armor allows you to ignore 100% of a targets armor already, hence the extra armor penetration is wasted when it's active, and believe me, it will be active A LOT. Having the greatsword also allows you to get bigger Rally and Vigor heals.Of course this build isn't limited to just Corrosive Armor and Standard of Might, I've had reasonable success using Shooting Star and Bat Swarm too.

Race doesn’t really matter too much but the added benefits of being an Imperial are very useful. Khajiit passives will be kind of wasted.

Judging from 28k health, and 14k magic, I doubt he is all stamina. He probably has 5-10 points in magicka, and about 10+ in health.

Nope. All stamina. In Cyrodiil I get 33k hp, I just forgot to look at stats in there.

Why use Resolving Vigor over Coagulating Blood? With 30k health, I can get 9900 health back plus gain Major Fortitude and Minor Vitality, increasing my Health Recovery by 20% and my healing received by 8% for 23 seconds.

Since I’m popping a Corrosive Armor every 8-10 seconds, I rarely drop below the point where Coagulating Blood heal is useful and if I get CC’d I can still have Vigor ticking and healing me while I’m stunned and breaking the CC which you can’t get with Coagulating Blood. That and I can’t really spare the magicka for an extra buff, on top of Dark Talons and Volatile Armor usage.
