As a general rule all builds should have the Engine Guardian Set. Furthermore, the Law of Julianos Set complements this build nicely because of the magic bonuses.

General Info
Bar One (Destruction Staff)
Lightning Flood: One of the hardest hitting area of effect skill in the game. Not only does it add nice area of effect to our build, Conduit (the synergy) is useful for getting extra damage.
Crystal Fragments and Force Pulse: Everyone’s favorite sorcerer damage per second combination! Use your huge pool of magicka to spam force pulse. Force pulse works nicely here because it hits three times and deals extra damage (Morph- Deals increased damage, and damage nearby enemies that are burning, chilled, or concussed.) The fact that it hits three times gives it a higher chance for a critical. Spam force pulse until crystal fragments is ready (you can tell by the glowing hands with orbiting rocks.) Firing crystal fragments while the proc is up not only increases the damage, but makes the cast time instantaneous and costs half as much. In conclusion, this combo is an excellent way to get extra damage off on the enemy quickly.
Streak: Huge dragon behind you? Streak away! Streak is a great ability because it not only stuns multiple mobs, but it allows you to teleport and deal damage while doing it. It’s like a win-win-win.
Inner Light: A great way to get your spell critical rating up and increase your max magicka. A must have for any damage dealing build.
Flawless Dawnbreaker: Increases weapon damage while slotted and is a great ability.
Bar Two (Restoration Staff)
Hardened Ward: A great ward that absorbs massive amounts of physical and magic damage.
Healing Ward: The perfect panic button. Can get you out of tough situations at a cheap cost.
Mages Wrath: Our finisher. Once the enemy gets below 20% health, blow his face up.
Streak: Such a great ability it had to be on both bars.
Power Surge: An amazing ability for any damage dealing build. It not only increases your damage by 20%, but heals you on critical hits as well. (And remember with our Inner Light ability on bar one, we will be getting a lot of critical hits.)
Sturdy Horn: Self-explanatory.

Converted my other magicka sorc to this, because I was seeing problems with its dps capability, does well in pve and pvp. Would recomend if it is your first sorc, but not if it is your first character.
You realise that Dawnbreaker’s weapon damage does not affect you in any way right? staves are based on spell power. So I would switch that with meteor/negate/overload.
only 1 streak is enough, if you can switch fast. So then you got an extra place on front bar for wall of elements/pulsar for more aoe damage. engine guardian is the best now, and julianos yeah. If you struggle with mana you could go warlock(in trials) or seducer.
If you go to pvp (azura mainly) change to seducer, switch all of the aoe skills to burst thingies(lightning flood –> deadric mines. inner light –> velicious curse)
Also I would recommend velicious curse on the front bar. If you have enough aoe, go for curse instead of wall/pulsar.
Great feedback. I fully agree with the Dawn breaker, I messed that up.
I personally like double baring streak, but for more experienced players I agree.
